Description
NA REFER QUESTIONS ON DISTRIBUTION OF PLANS AND SPECIFICATION TO KAREN JOHNSON, (PLANS ROOM) AT PHONE (251) 690-2535 OR FAX (251) 694-4343. Specific questions related to this project may be answered by Mr. George Rush at fax number (251) 694-4264. Technical inquiries on plans and specs must be submitted in writing by mail or fax. Contracting Officer for this project will be Sue L. Speights. The North American Industry Classification System (NAICS) code for this project is 234990. Bid documents are availab le on or about 20 April 2002. Estimated cost of work is between $1,000,000 and $5,000,000. Unrestricted. All responsible sources may submit a bid, which shall be considered. This work consists of Rental of Hopper Dredge with Attendant Plant and Operato rs for Maintenance Dredging of the Mobile Harbor Channels, Mobile, Alabama. The principal location of work is expected to be Mobile Harbor, with possible assignments at Pascagoula Harbor, Pascagoula, Mississippi; Gulfport Harbor, Gulfport, Mississippi; Pe nsacola, Florida; and Panama City Harbor, Panama City, Florida. The work will require dredging to depths of 52 feet (+4 feet). Dredge material excavated from the assigned channel segments will be transported and deposited into the Gulf open water as disc ussed in the specifications. The work will require operating a hopper dredge with a pump discharge of not less than 24-inch diameter nor more than 33.5 diameter with all necessary materials, supplies, labor and transportation. NOTE: The above general ou tline of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein. Note No. 1: Bidders, subcontrac tors and Dodge/Plan Rooms are required to self-register their firm or office on the Internet. Registration should be completed one week prior to the issue date. All changes to this solicitation shall be made through the Internet only. It is therefore the contractor's responsibility to check the Internet address listed above daily for the solicitation to be posted, and for any p osted changes to this solicitation. The plans and specifications will be issu ed on the Internet only and will be provided free of charge. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. Actual solicitation amendments will be issued either by fax or by posting for download to the aforementioned web page. Note No. 2: All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid submittal documents will not be allowed. Note No. 3: Critical Path Method (Network Analysis System) is not required. Note No. 4: For this job, a small business is defined as having average annual receipts of less than $17,000,000 for the past three years.
