- NA JOHN H. KERR POWERHOUSE TURBINE/GENERATOR REHABILITATION LOCATED AT BOYDTON, VIRGINIA. The Scope of Work consists of Manufacturer, Design, and Installation of New Turbines, New Generators and Government Furnished Transformers and Exciters. THIS IS A BEST VALUE ACQUISITION, under FAR Part 15 Contracting by Negotiation leading to Award of a F ixed Priced Contract. The Award will be based on the following Evaluation Factors. 1. TECHNICAL FACTORS INCLUDE THE FOLLOWING: Turbine Design, Turbine Guarantees, Project Experience, Turbine Aeration System, Generator Design, Guaranteed Generator Losses, Guaranteed Open Circuit Core Loss, Sidepacking System Description, Stator Core & Cl amping System Description and Stator Core Slot Cross Sectional Drawing. 2. MANAGEMENT FACTORS INCLUDE THE FOLLOWING: Offeror's Experience, Turbine Manufacturer's Experience, Generator Manufacturer's Experience, Installation Experience, Key Personnel, Scheduling & Planning, Quality Control and Subcontracting Plan. 3. PAST PE RFORMANCE FACTORS 4. COST FACTORS. THE MAGNITUDE FOR THIS PROJECT IS IN EXCESS OF $10,000,000. 2. AVAILABILITY AND CHARGE: The plans and specifications will be issued on a CD-ROM Disk Free of Charge and should not be returned. Plans and Specifications will not be provided in a printed hard copy format. Standard Form 1442, Proposal Documents, Bid Bonds and other normal documents required for proposal submittal shall be in a paper medium. Electronic medium for Proposal submittal is not allowed. 3.
