DESCRIPTION: THIS IS A PRESOLICITATION NOTICE FOR THE PURCHASE OF COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED, WITH ADDITIONAL INFORMATION TO BE PROVIDED IN THE REQUEST FOR PROPOSAL. The Air Force Research Laboratory, Rome Research Site is seeking proposals for a Heterogeneous Cluster High Performance computer consisting of commercial-off-the-shelf (COTS) server nodes in conjunction with commodity adaptive computing. The system should support open middleware software standards (Message Passing Interface (MPI)), Vector, and Signal/Image Processing Libraries (VSIPL) to improve portability and scalability of application codes. The offerors must choose and run HPCMO software, to demonstrate that their compiler environment supports the system specifications identified in the statement of objective. The compilers, libraries and any software used for benchmarking will be a deliverable. Requested benchmark will be a bank of FIR filters, chosen by the offeror and approved by the Government, to demonstrate the peak performance measures, reliability and performance testing as identified in the attached statement of objective. This competitive acquisition is unrestricted. The entire solicitation will be released on the Federal Business Opportunities Web Site, http://www.fedbizopps.gov on or about 15 Apr 02. Any prospective bidders interested in submitting a proposal for this solicitation must register by email to: renae@rl.af.mil in order to be placed on the source list. Include your company name, address, telephone number, point of contact, fax number, and e-mail address. Bidders registering on the source list should not conclude that they would receive a paper copy of the solicitation in the mail; paper copies will not be available. All prospective bidders are responsible to visit the FedBiz Opps Web Site frequently and obtain any amendments or other information pertaining to this solicitation. The solicitation will only be available by downloading the documents from the FedBiz Opps. Solicitation F30602-02-R-0088 is being issued as a Request For Proposal (RFP). Federal Regulations are available at http://farsite.hill.af.mil. The NAICS code assigned is 334111, Size Standard 1000 employees. The contract period for this commercial firm fixed price requirement is 90 days. The funding which is available for this requirement is $1,000,000.00. The government is interested in obtaining two years maintenance for this system. Maintenance costs are to be included within the $1,000,000. All responsive, responsible sources may submit a proposal, which, if timely received, shall be considered by this agency. To be eligible to receive a contract award from a Department of Defense (DOD) activity after 01 Jun 98, contractors must be registered in the DOD Central Contractor Registration (CCR) Database. The offeror agrees to hold the prices in its proposal firm for 60 calendar days from the date specified for receipt of offers. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors for this announcement. Routine questions are not considered to be "significant" concerns and should be communicated directly to the Contracting Officer, Robert Klees, 315(330)7682. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Ms. Linda W. Reed, Deputy Chief, Contracting Division, at 315-330-7748. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the contracting officer and could not be satisfactorily resolved at that level.
