- Veterans Administration, VISN 22 Network Business Center intends to negotiate a Commercial Item (FAR Part 12) sole source contract with TRL Systems under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-03. Only one responsible source and no other services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of the acquisition. . Based upon this Solicitation No. RFP 600-080-02, the Government intends to award a contract for base year, with four (4) one-year option renewal periods, for fire alarm testing, maintenance and service for Long Beach VA Medical Center, 5901 East Seventh Street, Long Beach, California 90822. The service shall provide service, quarterly testing and preventative maintenance of the fire alarm system. The service shall include 24 hours a day, 7 days a week service, labor and parts to maintain the fire alarm system in proper working order. Maintenance procedures and documentation must meet or exceed the requirements and guidelines of JCAHO, CAPS, DHHS, NFPA, AHJ, State Fire Marshall, City of Long Beach, and County of Los Angeles. Contractor must be licensed in the State of California, be U.L. Certified, Fire Works Certified, and must be an authorized Strategic Partner-3 of the Edwards System Technology (EST-3). This notice is not a request for competitive proposals. All proposals received by 4:00pm Pacific Daylight Time, April 19, 2002, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
