- Description
- The National Institute of Standards and Technology (NIST), Center for Neutron Research, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with the Institut Laue Langevin of Grenoble, France, for two (2) each high-speed, counter-rotating neutron disk choppers to be used for pulsing neutron beams in time-resolved small angle neutron scattering (SANS) measurements on 30-m SANS instruments.***Sole source determination is based on the unique technical expertise of the Institut Laue Langevin to include the following: (1) A proprietary design for the cross sectional shape of large diameter neutron chopper disks that allows these disks to be operated continuously at high rotational speeds; (2) A proprietary process for the key parts of the fabrication process; (3) Unique technical expertise and knowledge that will result in a technically superior product at a reduced cost to the Government.***Delivery shall be FOB Destination, Gaithersburg, MD, and shall be completed within seven (7) months after receipt of order.***The North American Industry Classification System (NAICS) code for this acquisition is 334512, and the size standard is 500 employees.***No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by April 18, 2002, will be considered by the Government.***A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
