- The International Bureau of Broadcasting (IBB), Voice of America (VOA) is seeking qualified individuals for free-lance journalist assignments in overseas areas not serviced by the VOA staff correspondents. The VOA broadcasts in English and 52 other languages. These languages are as follows: Afan Oromo, Albanian, Amharic, Arabic, Armenian, Azerbaijani, Bangla, Bosnian, Bulgarian, Burmese, Cantonese, Creole, Croatian, Czech,Dari, Estonian, Farsi, French, Georgian, Greek, Hausa, Hindi, Hungarian,Indonesian, Khmer, Kirundi, Kinyarwanda, Korean, Kurdish, Lao, Latvian, Lithuanian, Macedonian, Mandarin, Pashto, Polish, Portuguese, Romanian, Russian, Serbian, Slovak, Slovene, Spanish, Swahili, Thai, Tibetan, Tigrigna, Turkish, Ukrainian, Urdu, Uzbek and Vietnamese. News reports submitted by free-lance journalists will be used in broadcasting to an international audience. General information follows: 1) Free-lance assignments are performed on contract basis; 2) Sources may be required to undergo a background security investigation and successfully pass the security clearance process in order to receive work assignments; 3) Contractor candidates must be willing to work on an "as-required" basis, depending on when VOA requires the filing of news stories; 4) Free-lance assignments are only requested as needed. VOA makes no guarantees on the amount of work contractors can expect to receive; 5) The Government is obligated to inspect all contractor performed work to insure that it fully satisfies the Government's requirements. The Government is further obligated to reject all work that fails to meet Government-specified requirements. The following criteria will be used to evaluate prospective contractors: 1) Newspaper, wire service, radio or television experience; 2) Experience in writing news for broadcast; 3) Extensive knowledge of target broadcast language; 4) Ability to produce work which demonstrates a keen knowledge of national and international issues; 5) Ability to explain complex issues in clear, logical terms that can be understood by worldwide audience. 6) Ability to research, select and prepare material to provide background and highlight key elements of VOA web news reports, prepare and encoding of additional streamed media. Ensure compliance with copy right restrictions. 7) Knowledge or principle and practices of journalistic writing and Internet publishing. VOA and Worldnet TV are seeking qualified sources for the following types of free-lance assignments: Radio-TV Broadcast Announcers, Narrators and Personalities; Resarchers; Writers; Producers; Editors; Internet News Writers; Listener Mail Processors; Assignment Desk Coordinator; Production Assistant; Television Makeup-Artists; Master Control Producers; Television and on-camera Talent Escort Officers; Non-English Language Translators; Narrators; Videotape Editors; Character Generator Operators; and Electronic Graphic Artists. Additionally, the Office of Cuba Broadcasting, which broadcasts radio and television programming in Spanish to Cuba, is seeking qualified sources for similar free-lance assignments. General Information on these assignments follows: 1) Free-lance assignments are performed on contract basis. 2) Most assignments require working in Washington, D.C. Some assignments require work at the International Broadcasting Bureau studios. 3) Sources may be required to undergo a background security investigation and successfully pass the security clearance process in order to receive work assignments. 4) Contractor candidates must be willing to work on an "as-required" basis. Some broadcasting activities require working irregular hours - such as very early in the morning or late into the evening - depending on the broadcast schedule. 5) Videotape editor candidates should have at least two (2) years experience as a videotape editor in either a commercial or government television production facility, utilizing modern computerized editing systems and videotape machines. 6) Free-lance assignments are requested as needed. The International Broadcasting Bureau makes no guarantees on the amount of work contractors can expect to receive. 7) The Government is obligated to inspect all contractor performed work to insure that it fully satisfies the Government's requirements. The Government is further obligated to reject all work that fails to meet Government-specified requirements. The following criteria, depending on the type of contract services, will be used to evaluate prospective contractors: 1) Radio or television broadcast or internet news experience, including translating and adapting broadcast scripts. (Note: For broadcasting work, VOA requires that prospective contractors take a voice test. For translation or on-camera work, VOA/Worldnet TV requires that contractors take a translation and/or on-camera test.) 2) Extensive knowledge of the target broadcast language and the ability to adapt English material into the target language. 3) Ability to produce work that demonstrates a keen knowledge of national and international issues. 4) Ability to explain complex issues in clear, logical terms that can be understood by VOA's worldwide audience. 5) Ability to operate highly specialized and complex broadcast television equipment, such as audio consoles, character generators, waveform monitors and vectorscopes, and video-tape machines, such as Betacam-SP and U-Matic machines. 6) Highly developed production skills, such as: assembling/coordinating material, monitoring program segments for proper sequencing and integration, ensuring continuity, editing broadcast scripts as necessary, etc. 7) Ability to research, select and prepare material to provide background and highlight key elements of VOA web news reports, prepare and encode multimedia enhancements and, request and coordinate the preparation and encoding of additional streamed media.
