- NAICS Code: 541990 The US Environmental Protection Agency (EPA) intends negotiation on a sole source basis with the Institute of Medical Research, 508 Fulton Street, Durham, NC 27705 for providing professional services for statistician support for obtaining information on patients with cardiovascular diseases from the Austin database file maintained by the Department of Veterans Affairs. The requirements are the contractor shall have access to the Department of Veterans Affairs Austin database for downloading pulmonary and cardiac-related patient data for submitting data sheets in SAS format. The period of performance shall be within six months from date of award. EPA believes that the Institute of Medical Research is the only source capable of providing the required services based on their access to VA Medical Center database and their location at the VA Medical Center site, which permits the EPA epidemiologist to make routine visits for discussing results, therefore a unique capability to perform the required services. FAR 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements permits other than full and open competition. All interested parties who believe they can provide the required services should submit a written proposal within 15 days from the date of this announcement. The North American Industry Classification System (NAICS) Code 541990, which has a small business size standard of $5.0 million, is applicable. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently any response failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored.
