Description
Fluor Fernald, Inc., Prime Contractor for the U.S. Department of Energy's (DOE's) Fernald Environmental Management Project (FEMP), Fernald, Hamilton County, Ohio, seeks information from QUALIFIED SOURCE(s) on the availability for off-site disposal of approximately 7,500 containers of treated Atomic Energy Act (AEA) 11(e)(2) byproduct material. The containers are cylindrical in shape, constructed with carbon steel, and nominally six (6) feet in diameter by seven (7) feet in height with a wall thickness of 1/4-inch. Filled containers will have a gross weight of approximately 21,000 pounds and a surface dose rate of approximately 100 millirem per hour due to the gamma dose resulting from the significant concentrations of radium (Ra)-226 and its progeny. This announcement is not a request for proposal (RFP) or solicitation. This announcement is notification to determine the availability of a disposal facility capable of disposal of 7,500 containers over a one and half-year time period. A commercial disposal facility must possess, or acquire by June 30, 2003, a Nuclear Regulatory Commission (NRC) or Agreement State license, in good standing, that allows for receipt, management, and disposal of 11(e)(2) byproduct material with key radionuclide concentrations, after treatment, of 100,000 pCi/g Ra-226, 16,000 pCi/g thorium-230, 41,000 pCi/g lead-210, and 56,200 pCi/g polonium-210. The disposal facility must also possess documentation granting approval for disposal of Comprehensive Environmental Response Compensation and Liability Act (CERCLA) waste in accordance with the United States Environmental Protection Agency (U.S.EPA) Off-site Rule [40 Code of Federal Regulations (CFR) Part 300.440]. A disposal facility operated by the government or government contractor on government property must currently possess a National Environmental Protection Act (NEPA) Record of Decision (ROD) stating the disposal of the 11(e)(2)byproduct material at this facility would be protective of human health and the environment and that the public is supportive of this determination. Interested Qualified Offerors shall respond to this announcement with the following information: 1) Disposal Facility Name, Location, Mailing Address, Contact Person, and Contact Person Phone Number. 2) Provide either a copy of the disposal facility's NRC or Agreement State license verifying the ability to receive, manage, and dispose of 11(e)(2)byproduct material in Silos 1 and 2, if a commercial facility, or a copy of the NEPA ROD verifying the facility would be protective of human health and the environment and that the public supports this determination, if a government or government contractor operated facility. 3) Provide adequate documentation that the treatment facility has been approved for disposal of CERCLA waste in accordance with the U.S. EPA Off-site Rule (40 CFR Part 300.440). 4) Interested parties with disposal facilities, who do not satisfy the regulatory requirements (Items 2 and 3), may submit a response for consideration by Fluor Fernald, Inc. which describes the regulatory framework by which the intent of the CERCLA, NRC, and NEPA regulations would be satisfied. Expressions of interest must be submitted in writing (original plus (3) copies) with the required information to Fluor Fernald, Inc., ATTN: Mr. Bill Hensley (MS44-0), 7400 Willey Road, Hamilton, Ohio 45013-9402 or P.O. Box 538704, Cincinnati, Ohio 45253-8704 by May 31, 2002. Expressions of interest must state the solicitation number, complete company name, point of contact, address, area code and telephone number, and facsimile number. This notice does not commit the U.S. Government and/or Fluor Fernald, Inc. to pay for any other costs incurred prior to the execution of a subcontract. Telephone requests will not be accepted. This is not a Request for Proposal.
