Description

The National Institute of Standards and Technology intends to procure on a sole source basis with Dr. Loucas Christophorou, Athens, Greece to complete the writing of a book on plasma processing entitled "Fundamental Electron Interactions with Plasma Processing Gases", under the authority of FAR 13.106-1(b) Only One Source Reasonably Available. The Contractor shall: complete the revisions for chapters 1-2 begun previously, and draft chapters 3-7 plus appendices, authors index and subject index, and complete all revisions recommended by NIST. This is a sole source procurement because the Contractor already authored chapters 1-2 and: 1) has extensive knowledge of and expertise in the application and physics of plasma processing gases; 2) has extensive knowledge of information security principles and technologies; 3) has extensive knowledge of what data is most important to the industry; 4) has extensive knowledge of NIST research in the plasma processing area; and, 5) has the ability to write high-quality technical material. Furthermore, the Contractor is a recognized world expert in the area of electron interactions with molecules, a necessary characteristic for this work. A firm fixed price Purchase Order will be issued on or about April 22, 2002 with a nine month performance period. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competition. However, the Government will consider all responses received by the closing date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A Request for Quotation (RFQ) will not be issued.
