- Description
- NASA/JSC plans to issue a Request for Offer (RFO) for Optical Transmitters and receivers for ESTL High Rate Optical Communications System. The product sought is a stand alone PECL to 1300 nano-meter single-mode fiber transmitter and receiver, with built-in temperature compensation on the laser package, able to achieve OC-48 2.5 GHz performance, with AC coupled performance down to 100Mbps, and able to transmit up to 15Km. NASA/JSC intends to purchase the items from Optical Communication Products, Inc. The authority for sole source is 10 U.S.C. 2304(c)(1) and FAR 6.302-1 (a). Optical Communication Products, Inc. is the only source that can provide this product. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 3, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
