Description
NASA/GSFC plans to issue a Request for Proposal (RFP) for the procurement of a Salt Pill. This product will provide low temperature refrigeration to x-ray detectors. The Salt Pill cylinder design will become part of constructing an Adiabatic Demagnetization Refrigerator (ADR) System. NASA/GSFC intends to purchase the item from the University of Wisconsin, Space Science and Engineering Center. The Statuary Authority permitting Other Than Full and Open Competition is 10 U.S.C. 2304. (c)(1) and FAR 6.302-1. Only One Responsible Source. The University of Wisconsin was the original source for the design, development and production of a highly specialized component for a major system. The substantial duplication of cost to the Government, that is not expected to be recovered through competion and the unacceptable delays in fulfilling GSFC/NASA requirements requires the use of the authority cited above. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 15,2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
