- NA The Military Traffic Management Command (MTMC) intends to procure commercial U.S. flag breakbulk and containerized ocean and intermodal services for the carriage of Department of Defense (DoD) cargo in support of DoD contingency actions. Offers are solicit ed from owners/operators of commercial U.S. flag vessels who have been approved by the Department of Transportation's (DoT) Maritime Administration (MARAD) as a participant in the Voluntary Intermodal Sealift Agreement (VISA) program. VISA is a DoD approv ed sealift readiness program jointly sponsored with DoT. The RFP will be released electronically on or about April 15, 2002. Hard copies will not be available. Request for this solicitation should be made by email to jonesray@mtmc.army.mil. Entities th at are not currently enrolled in the VISA program are not eligible to offer. VISA Contingency Contract (VCC) awards are restricted to MARAD approved VISA participants.
