- The U.S. Department of Energy (DOE) intends to issue a competitive solicitation, set-aside for 8(a) eligible business concerns, under Section 8(a) of the Small Business Act (15 U.S.C. 637(a)), for technical, professional and scientific management consulting services to the Carlsbad Field Office, National Border Program. The North American Industrial Classification System (NAICS) code for this effort is 541618 with a size standard of $6 million. The contractor shall provide all personnel, equipment facilities, materials and technical, professional and scientific personnel to perform the contract requirements. Task orders will be issued under the contract that address a wide range of activities such as (but not limited to): updating, maintaining and coordinating a database of priority environmental and waste management needs throughout the U.S.-Mexico border region; identifying, analyzing and recommending technology solutions for meeting border region human and environmental security needs; facilitating, coordinating, conducting and reporting the results of technology demonstration projects at U.S. and Mexican industrial and municipal sites; and supporting the transition of the program?s demonstration efforts to full-scale deployment at U.S. and Mexican industrial and municipal sites. All work performed under this contract shall be performed in accordance with the requirements set forth in DOE Order 414.1A entitled ?Quality Assurance,? and a Contractor developed Quality Assurance Program (QAP) that is subject to DOE approval. The QAP shall be implemented utilizing a graded approach in a manner sufficient to achieve adequate protection of the workers, the public, and the environment, taking into account the work to be performed and the associated hazards. DOE Order 414.1A is available electronically at: http://www.directives.doe.gov/. DOE anticipates awarding a cost-plus-award-fee, level-of-effort contract for a three-year base period with three two-year option periods. All work performed under the contract shall be issued through Task Orders which specify the required services, deliverables and delivery schedules. The solicitation is not currently available, but it is estimated to be available within three to four weeks. Check the ?check the "Industry Interactive Procurement System" (IIPS) website at the address below to determine is the solicitation has been released and to obtain the actual release date. Once released, the solicitation will be available for downloading from the IIPS Internet page. The IIPS page is located at http://e-center.doe.gov. At this internet site you will also be able to register with IIPS, enabling you to download the solicitation and to submit a proposal.
