Description
Statement of Work: Development of Collections Packaging/Storage and Transport Equipment Specifications Background: In spite of ongoing efforts to correct packaging/storage and transport deficiencies for Library collections, inadequate storage and minimally adequate transportation devices are still damaging many of the Library's holdings. Both storage and transportation are extremely important I the life of collections, as both can be the cause of immediate and serious damage. The specifications will assist the Library in purchasing of safer, more effective and efficient storage furnishings and transportation devices. A shelving consultant has been hired to assist in the efficient, modular storage of collections at Fort Mead, Module I. This effort has successfully streamlined storage of regular book collections. In the future, special collections will need to be stored, packaged and transported both on-site on Capitol Hill, and where determined appropriate by the Divisions of the Library of Congress, stored off-site at Fort Meade. The nature of these materials is much less homogenous and will required expertise, consultation and specifications to ensure that appropriate solutions are implemented. Scope: This project will focus on providing specifications for improvements for the packaging/storage and transportation of collections for which these matters have historically been difficult or where damage has occurred. These are the needs that a currently identified: 1. Storage and transportation of oversized paper-based materials, such as maps and posters, many of which are very valuable. 2. Specifications for more adequate shelving and support for folio books - taller than 18". 3. Secure locking trucks with adequate wheels for ease of transporting book collections. 4. Furnishings that can safely store and equipment that can safely transport unusually-sizes objects, such as globes. Deliverables: 1. The vendor will be expected to survey the collections storage and transportation needs of the Library as part of the contract, with the assistance of the COTR, determine the priority and time frame for procurement. 2. The vendor will supply specifications (including drawings, where appropriate) that satisfy the requirements for both storage and transportation of unusually sized and shaped objects in collections. 3. The vendor's specifications will identify all aspects of the furnishing or transportation device to ensure receipt of the highest quality of product available. Results: The Library's Conservation Division, Collections Management Division, Special Collection's Division and Preservation Research and Testing Division will review the specifications and the Library will place orders to ensure that the specifications can be met. The Library will purchase examples of recommended storage and transportation devices and provide testing through the Preservation Research and Testing Division to ensure the quality of materials and function of devices. The findings and any problems will be reported to the COTR, and as necessary to the Contracting Officer, to ensure that specifications and services provided meet project expections.
