Description
THIS PROCUREMENT IS 100% SET-ASIDE FOR SMALL BUSINESS CONCERNS The EPA has a requirement for technical assistance and support services connected with development and implementation of the Undergound Injection Control (UIC) Program and Source Water Assessment Programs (SWAP). The purpose of this requirement is to obtain contractor support in EPA's implementation of the Safe Drinking Water Act (SWDA) within the following areas; tecnical support , training support, logistic/conference support, public outreach and data management. The required support services include such activities as; technical analyses, economic assessments, compliance information collection and analysis, literature searches, technical writing, UIC permit review, UIC no-migration petition reveiw, survey design, training, regulatory development and direct program implementation. The contract will require superior levels of technical expertise in the fields of environmental sciences and engineering, economics, hydrogeology and system analysis. A cost-plus-fixed-fee, level of effort (LOE) contract is anticipated. The period of performance is estimated at one 12 month base period plus four option periods of 12 months each. The total amount of LOE for all periods and all options is estimated at 52,500 hours. The applicable NAICS code is 541611 with a standard of $6 million. Solicitation PR-CI-02-10316 will only be released through the Internet. It may be accessed through the EPA's home page at the following address: www.epa.gov/oam/cinn_cmd. It is anticipated that this solicitation will be released in mid to late April 2002.
