Description
1) After the video has been shot, will there be any video editing necessary? Yes. 2) If the videos need to be edited, how polished of a product is the USSS looking for? A standard editing job. 3) Is there any need for graphics, music, or multiple angles? Possibly. 4) Is there a tape format that is preferred (i.e., Beta SP vs DV)? It does not matter. 5) Will more than one camera angle of coverage be necessary (i.e., Two camera's taping at the same time)? Possibly at times two. 6) And just to clarify, will the exercises be taped in their entirety and not be interrupted in any way by our camera crew? Yes, no camera interruptions. 7) If there is an exercise at night will lighting be necessary, or will a camera-mounted light be sufficient? If not, are the lighting related expenses billable which can be quite significant? Camera mount light will be sufficient. 8) The contract states that all props are billable to the USSS. Does a rented car qualify as a prop? Absolutely not. They must be able to supply their own vehicle and we will pay for mileage and gas (per Government Travel Rates - as stated in the Statement of Work). 9) It states in the contract that the role-players must be briefed on JJRTC rules. How does the contractor become familiar with these rules? Are they available? There will obviously be a briefing to kick off the contract in the beginning at the start. Those rules then can be transferred to the role-players via employee orientation by the company supervisor. 10) In terms of furnishing the past 3 years of contracts - my company has done possibly hundreds of video jobs over the past 3 years. Does a contract relate to a single job or only when we are contracted over an extended period of time? A contract has a value of $100,000.00 or more. 11) Is the total hours listed in the contract only shooting hours? Or does this include video editing? It includes both shooting and editing (in total hours). 12) Will there be any situations where there are multiple training exercises taking place at the same time which would require an additional camera crew? Yes, there will be times when there are a multitude of exercises on campus. 13) Is there an incumbent and are they bidding this proposal? There is no current contract of this magnitude for these services. However, the USSS has issued simplified acquisitions for similar services in the past. 14) Is OT based on a 10 hour or 8 hour workday? Please refer to page 5 of the solicitation. 15) Does the Government prefer union or non-union talent? The Government does not have a preference provided that the talent is qualified to do the job. 16) What is the ratio of indoor to outdoor shooting? A rough guess is OK. Outdoor shooting would be about 40 percent and indoor shooting would be 60 percent. 17) Is the project manager required to establish his/her offices at JJRTC? Yes, but does not have to be present all of the time. 18) If on an on-call basis, how far can the supervisor be away from JJRTC? This supervisor would just have to keep a role call sheet, other role-players' names and contacts, and a beeper and/or cell phone to be able to replace a role-player at the last minute, etc. 19) Does the contractor have creative control over the scenarios? No. 20) If it is decided that two cameras will be used, will it be possible to bill the USSS the "price per hour for video taping" multiplied by two? Yes, the price per hour for video taping pertains to each camera being used.
