- NA The U.S. Army Soldier, Biological and Chemical Command (SBCCOM) intends to negotiate with Hamilton Sundstrand Sensor Systems (HSSS) in Pomona, CA, on a non-competitive basis (per FAR 6.302-1) for a new firm-fixed-priced production contract to obtain 14 Che mical-Biological Mass Spectrometer Block II (CBMS II) Systems in FY02, with an option for an additional 22 CBMS IIs in FY03. This proposed production contract is for highly specialized equipment which has taken over four years for HSSS and Oak Ridge Nation al Laboratory to develop and successfully test. The CBMS II incorporates state-of-the-art mass spectrometry components, an auto-calibration system, a detection and identification algorithm based on extensive chemical and biological agent profiling and con figuration specifically tailored for insertion into the Interim Armored Vehicle-NBC Reconnaissance Variant(IAV-NBCRV) and the Joint Service Lightweight NBCRS (JSLNBCRS) systems. The units built under this effort will be inserted into JSLNBCRS and IAV-NBCRV systems in support of technical and operational testing. The CBMS II systems will be required to interface with specific sampling devices and central computers on both systems. HSSS is the only contractor that has the necessary hardware and software ex pertise required to produce and deliver CMBS IIs which meet the U.S. Army?s requirements without substantial duplication of cost and within the schedule constraints of the IAV-NBCRV and JSLNBCRS programs. Opportunities for competitive subcontracting will b e present in the areas of subassembly and consumables. See Note 22.
