- The Defense Meteorological Satellite Program (DMSP) Systems Program Office (SPO) will issue Amendment 1 to RFP F04701-02-R-0003 on or about 29 Mar 2002, for the DMSP Independent Verification and Validation (IV). RFP F04701-02-R-0003 was released 22 Mar 02. This acquisition is designated as a small business set-aside with a NAICS 541710 with 1000 employees. Amendment 1 along with the RFP can be obtained on DMSP World Wide Web at: http://www.losangeles.af.mil/smc/ci/ivv/ivv.html. The proposal receipt dates remain unchanged. They are: 22 Apr 2002 with the exception of the Past Performance Volume which is due 11 Apr 2002. Also be advised that an Ombudsman has been appointed to hear concerns from potential offerors during the planning phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the System Program Director or the Contracting Officer, but to assist in communicating offeror concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
