- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Request for Quote (RFQ) 678839 is assigned and shall be referenced on any quotation. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-04. The Standard Industrial Code is 3663, (NAICS code is 334220) with a business standard of 750 employees. The solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. This contract action will result in a Firm Fixed Price - One Time Buy contract. The government intends to purchase on a sole source all or none basis the following items manufactured by AIL Sysytems Inc. of Deer Park, NY 11729 for, Item #1, Qty (6ea) SE77-3-2 Satellite Antenna System. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302 (C)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotes. However, all quotes received within fifteen (15) days after date of publications of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competive procurement. The following clause and provisions are incorporated by reference and apply to this acquisition. FAR provision 52.212-1 Instructions to Offeors - Commercial Items (October 2000); " Add: 52.202-1--DEFINITIONS (Dec 2001); 52.204-4--PRINTED OR COPIES DOUBLE-SIDED ON RECYCLED PAPER (AUG 2000); 52.215-5--FACSIMILE PROPOSALS (OCT 1997). FAR clause 52.212-4 Contract Terms and Conditions Commercial Items (May 2001). PROTEST AFTER AWARD (AUG 1996). The Department of Justice (DOJ), Justice Acquisition Regulation Clauses, 2852.233-70--PROTEST FILED DIRECTLY WITH THE DEPARTMENT OF JUSTICE (JAN 1998); and, 2852.201-70--CONTRACTING OFFICER'S TECHNICAL REPRESENTATIVE (COTR) (JAN 1985). Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues of Executive Orders Commercial Items (Dec 2001), Subsection (a), (b), (d) and (e) apply. Each Offeror shall include a completed copy of the FAR provision 52.212-3 Offeror Representations and Certification - Commercial Items (May 2001). The full text of clauses is available from the Contracting Officer or may be accessed electronically at: http://www.arnet.gov/far. FOB-Destination Quantico, VA 22135 -- Responses shall be submitted no later than 2:00pm EST, April 12, 2002, and be clearly marked with RFQ 678839. No hand carried quotes will be accepted. Faxed quotes will be accepted and, in fact, are encouraged at (202) 324-5472. The point of contact for all information is Mr. Robert M Heckman, Contract Specialist, phone number listed above. Therefore, if your response is not received by the date/time and at the location specified in the announcement, it will not be considered. The delivery of all items will be sixty (60) days after receipt of order.
