Description
* * * BACKGROUND * * * This solicitation, SP4700-02-T-0024, is issued as a request for proposal (RFP) and incorporates provisions and clauses in effect through Federal Acquisition Circular 97-27. Provision 52.212-1, Instructions to Offerors-Commercial, and provision 52.212-2, Evaluation-Commercial Items, apply as applicable to this acquisition. Evaluation procedures to be used for this order are included in the solicitation. Offerors must include a completed copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with their proposal. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, and clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, apply as applicable to this acquisition. This acquistion is set-aside 100% for small business. Additional provisions, clauses, and terms applicable to this order are included in the solicitation. Marketing or advertising not directly related to this order will NOT be accepted in response to this solicitation. * * * STATEMENT OF WORK ABSTRACT * * * The DLA Defense Support Services Installation Operations Division (DSS-I) requires support in goose hazard management at the Andrew T. McNamara Headquarters Complex (HQC), 8725 John J. Kingman Rd, Ft. Belvoir, VA, 22060. The period of performance is one (1) base year beginning October 1, 2002 with four (4) one (1) year options with the total life of the contract not exceeding 60 months. The Contractor shall provide all management, labor, transportation, materials, equipment and working dog(s) to provide goose hazard management deterrent services at the Headquarters Complex. The Contractor shall plan, schedule, coordinate, and assure effective performance of all services described herein. The Contractor shall perform the following tasks. TASK 1: Prepare a Goose Hazard Management Protocol for the Headquarters Complex (HQC). The Contractor shall prepare a protocol for non-lethal management of goose hazard management at the Headquarters Complex as part of the Contractors technical proposal. The primary management techniques to be performed by the Contractor, and addressed in the protocol, shall be harassment by working dog(s). The Government will provide for Contractors use other techniques and the Contractor shall utilize the methods in place for deterring geese. The Contractor shall develop the protocol to accommodate the Headquarters Complex requirement for rapid response to observed and reported goose hazards and shall include the Contractor's schedules for surveillance and use of the working dog(s). TASK 2: Use of Working Dog(s). The Contractor shall utilize at a minimum one (1) working dog and personnel as part of this contract. The Contractor will be responsible for the ownership and use of the working dog(s) at the Headquarters Complex to harass geese and chase them from the pond and fenced perimeter area. The Contractor shall have at a minimum, three (3) years experience with the use of working dog(s) for harassment. The Contractor shall provide for coverage seven days each week, 52 weeks per year, from sunrise to sunset, and include unscheduled emergency calls within 1 hour of notification from the COR or the Physical Security Office. TASK 3: Surveillance of DSS-I Control Actions. The Contractor shall perform ongoing surveillance of all control actions undertaken at Headquarters Complex to assess their effectiveness. The Contractor shall coordinate with DSS-I and make recommendations to maximize the effectiveness of control actions. TASK 4: Record Keeping and Reporting. The Contractor shall record all surveillance, control and inspection activities in accordance with the procedures established in the protocol.
