Description
The Naval Sea Systems Command anticipates awarding a sole source, cost-plus-fixed-fee (CPFF), level-of-effort, indefinite-delivery, indefinite quantity (IDIQ), term and completion form, task order contract to The Johns Hopkins University/Applied Physics Laboratory (JHU/APL), 11100 Johns Hopkins Road, Laurel, MD 20723-6099. The contract will provide for research and development services and other scientific and engineering support funded by all appropriation types. The task order contract will have a base ordering period of five (5) years and an associated estimated contract ceiling of $1,792,000,000. The contract will also include a government option for one additional 5-year ordering period. The JHU/APL task order contract is anticipated to provide approximately 14,750 man-years (7,375 man-year base period, 7,375 man-year option period) of uninterrupted essential research and development support and specialized engineering services. The Navy has a requirement to maintain certain core capabilities at JHU/APL that it deems essential, pursuant to 10 U.S.C. 2304(c)(3)(B), as implemented by FAR 6.302-3(b)(2). This acquisition will continue the support currently provided under NAVSEA omnibus contract N00024-98-D-8124 and will enable the Navy to establish and maintain essential engineering, research and development capabilities at JHU/APL in the following areas: (1) strategic systems test and evaluation; (2) submarine security and survivability; (3) space science and engineering; (4) combat system and guided missile R&D; (5) theater air defense and power projection; (6) information technology (C4ISR/IO); (7) simulation, modeling, and operations analysis; and (8) mission related and public service oriented research, technology development, test, evalua tion and system analysis. This solicitation is contemplated as a sole source procurement with JHU/APL; as this educational institution is a Navy University Affiliated Research Center (UARC) and has maintained a robust strategic relationship with the Navy and other Department of Defense (DoD) and non-DoD agencies since World War II. Only US COMPANIES (NOFORN) will be entertained for subcontracting opportunities and potential subcontractors must possess a TOP SECRET facility clearance at the time of award. The purposes of this announcement are for informational purposes and to promote subcontracting opportunities, if a contract should result from this procurement action.
