Description

The intention of this Sources Sought Notice is to identify responsive responsible HUBZONE firms to provide Grounds Maintenance Services for the Various Naval Activities located in the ROICC Gulf Coast Area of Responsibility in Southern Mississippi by means of a combination firm-fixed price and indefinite quantity contract. The Contractor shall furnish all labor, management, supervision, technical expertise, quality control, equipment and materials necessary to provide grounds maintenance services at the following locations: Naval Construction Battalion Center, Gulfport; Naval Station Pascagoula and other various Naval Tenants located at Stennis Space Center and the Naval Home Gulfport. The contract is to be awarded to the responsible offeror who submits the proposal considered most advantageous to the Government considering the following: Factor A ? Past Performance; Factor B ? Experience; Factor C ? Methods and Procedures; Factor D ? Corporate Resources and Management; Factor E ? Equipment and Factor F ? Price. Both the technical factors (A through E) and price will have equal weight. A site visit and pre-proposal conference is tentatively scheduled for WEDNESDAY, MAY 29, 2002 at 9:00 a.m. All interested parties will meet at Naval Construction Battalion Center. Additional information will be provided as to location of pre-proposal conference. Only ONE site visit and pre-proposal conference will be offered. This is not a public bid opening. A combination Firm-Fixed Price/IQ Contract is anticipated and will include a Base Period and four Option Years. The North American Industry Classification System (NAICS) Code is 561730 and the annual size is $6 million. Proposals will be considered from all responsible sources; however, the successful contractor must be registered in the CENTRAL CONTRACTOR REGISTERATION (CCR) database prior to receiving any contract award. Tentative issue date for the solicitation is on or about MAY 15, 2002 with a date for receipt of proposals approximately JUNE 28, 2002. No telephonic or fax requests for the solicitation will be accepted. The solicitation must be downloaded from the Naval Facilities Engineering Command E-Solicitation web site at http://esol.navfac.navy.mil.
