- This is not a solicitation. This is a request for information only. The Executive Office of Immigration Review (EOIR) is conducting market research to ascertain if there are contractors that can perform oversight and provide direction on the implementation of an e-government project. EOIR is part of the U.S. Department of Justice and is the administrator of the nation's Immigration Courts, which include a high-volume administrative court system with both a trial and appellate level. EOIR may implement an electronic government project that would have considerable impact on the agency's entire workflow. The project would entail the design and implementation of a new integrated database, an electronic case management system, conversion of paper court files to electronic court files, and electronic filing capabilities for the public and other government agencies. Under the project, court filings would be made to the court electronically over the Internet using standard Web Browser tools. EOIR is interested in whether there are contractors with experience in directing and managing the implementation of new e-government systems: Software development; Testing system functionality; Hardware plans and specifications; Data conversion process; Information security; Cost/Benefit and risk analyses; Designing and implementing demonstration sites for training; Establishing and maintaining project schedules and milestones; Designing pilot projects; Drafting business rules; Dealing with organizational change management; Assessing the impact of electronic filing on current workflow processes; Internal staff training; External stakeholders training; and,Outreach and Public Relations.
