Description
NA Correction: The solicitation issue date is extended to on or about 3 April 2002. The proposal due date is extended to on or about 4 April 2002. The U.S. Army Corps of Engineers, Philadelphia District, intends to negotiate an Indefinite Delivery Requirement Contract to acquire recycling services for end-of-life electronics collected from locations in Maryland, Virginia, and West Virginia. The peri od of performance shall be for one (1) year from the date of contract award with four (4) option years. The solicitation shall be in the form of a Request for Proposals (RFP). The acquisition will be a negotiated, best value procurement performed using t he procurement process prescribed in FAR Part 12 Acquisition of Commercial Items. Proposals will be reviewed for completeness in satisfying the requirement of the RFP. The proposal will be evaluated on their merit against the following evaluation factors : TECHNICAL FACTORS: (1) Demonstrated experience and reputation with respect to Electronics Goods recycling, (2) Capacity to provide services of this scope, (3) Proof of market for each element, (4) Proof of contractual arrangement for each vendor, (5) Met hod of recycling and written documentation of end user(s); PRICE FACTORS: (1) Price reasonableness, (2) Price realism. The technical factors listed are in descending order of importance. The technical factors as a whole are more important than price. Ho wever, cost remains a significant factor in determining the best value. The RFP will be available on or about 11 March 2002. Contractors must register on the Internet and download the solicitation package and all amendments from the following address: ht tps://ebs.nap.usace.army.mil or after the issue date of the solicitation. If any information changes during the advertisement period, contractors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving notice of the solicitation or any amendments. Hard copies will not be available. Proposals will be due on or about 26 March 2002 at the close of business (3:00 p.m. ET). Offers are responsible for printing paper c opies of the solicitation. This procurement is unrestricted. The NAICS Code is 421930 with a size standard of 100 employees. Award will be made as a whole to one offeror. No other notification to firms for this project will be made. All contractors mu st be registered in the DoD?s Central Contractor Register before award as required by DFARS 204.7300.
