Description
The National Cancer Institute (NCI), Laboratory of Molecular Cell Biology (LMCB), plans to procure an X-Ray machine. This is a combined synopsis/solicitation for commercial services, prepared in accordance in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This solicitation includes applicable provisions and clauses in effect through FAR FAC 01-05. The acquisition is being made in accordance with the test program for using simplified procedures for certain commercial items authorized in FAR 13.5. The solicitation is set aside for small businesses. The North American Industry Classification code is 421450, and the business size standard is 100 employees The LMCB investigates basic cellular processes of homeostasis, growth, division and differentiation, with an emphasis on the molecular biology of chromosomes and the cell nucleus. Research at the eukaryotic genome maintenance unit is aimed at understanding how living organisms safeguard their genomes against DNA damaging agents, such as irradiation. The fruit-fly Drosophila is used as a model organism for these studies. This particular X-ray machine will allow the laboratory to X-ray irradiate fruit flies at different developmental stages to induce cellular damages and to generate mutations. The X-ray machine will generate DNA damages and facilitate a better understanding of how Drosophila cells detect and repair these damages. The machine will also be used to induce mutations that cause defects in DNA damage repair. These mutational studies help the laboratory to elucidate specific functions of genes involved in damage repair. The required instrument shall have a shelfed chamber on which specimen would be placed. The individual researcher must have control over the dosage of irradiation from 100 to 10,000 rads. The machine must be able to deliver 10,000 rads for a period shorter than ten (10) minutes so that the specimen will not be dried during irradiation. In addition, the instrument must be compact so that it can be placed in an easily accessible place. The following minimum features are required for the Faxitron X-ray machine: 1) >1000 Rad/min so that a dosage of 10,000 Rad can be delivered at less than ten (10) minutes. This is critical for the experiments in two ways; (a) fruit flies will not be killed due to desiccation in the irrational chamber and, (b) fruit flies will still be at sleep which facilitates post-irradiation manipulation; 2) machine must be "self-cooling" so that no external source of coolant is needed; 3) radiation dosage can be very finely adjusted by changing the timer at one-second increments; 4) motor driven turntable which provides a means of improving uniformity of the absorbed radiation dose and; 5) machine is relatively small, allows easy placement in the laboratory and easy transportation. EVALUATION: One award is anticipated from this solicitation. Offerors must propose on the entire requirement. The technical quotation will receive paramount consideration in the selection of the Contractor for this acquisition. All evaluations factors, other than price, when combined are significantly more important than price. However, price will become a critical factor in source selection in the event that two or more Offerors are determined to be essentially equal following the evaluation of all technical factors. The following technical evaluation criteria will be used by the Government when reviewing the technical portion of the quotation. The criteria below are listed in order of relative importance with weights assigned for evaluation purposes: 1) Ability to provide an X-Ray machine that can assist the NCI researcher in irradiation of fruit flies at different developmental stages to induce cellular DNA damage and to generate mutations (25 points); 2) The X-Ray machine should provide minimum specifications stated in the aforementioned synopsis of the required instrument (25 points); 3) Provide sufficient detail, warranties, and/or other documentation relevant to the proper operation of the instrument (25 points) and; 4) Ability to deliver, install X-Ray machine and train users within a reasonable time period (25 points). MANDATORY INFORMATION: Offers must be submitted on an SF1449. Quotes must be accompanied by a completed "Offeror Representations and Certifications-Commercial -with Duns Number Addendum," signed by an authorized representative of the offeror. In addition to the price quotation, Offerors must submit a technical quotation plus descriptive literature, warranties, and/or other material that demonstrate that their offer meets all of the foregoing basic and optional requirements. This solicitation incorporates the provisions at FAR 52.212-1, INSTRUCTION TO OFFERORS-COMMERICAL ITEMS-DEVIATION FOR SIMPLIFIED ACQUISITIONS and FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIOS-COMMERCIAL ITEMS, along with the DUNS NUMBER ADDENDUM. The resulting contract will incorporate FAR 52.212-4, CONTRACT TERMS AND CONDITIONS-COMMERCIAL ITEMS. In addition, the resulting contract will incorporated FAR 52.212-5, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS-COMMERCIAL ITEMS-DEVIATION FOR SIMPLIFIED ACQUISITION. Technical and price quotations along with a completed "Offeror Representations and Certifications-Commercial Items-with Duns Number Addendum," must be received in the contracting office by no later than 1:00 PM EST (local Washington DC time) on March 28, 2002.
