Description
The National Institute of Standards and Technology (NIST) plans to issue an order on a sole source basis under the authority of FAR 13.106-1(b) to Mr. Pollock of La Crescenta, CA to provide professional services including a study of ways to reduce aerodynamic pressures on buildings to improve the integrity of the building envelope and maintain energy efficiency as well as propose and assess the potential of devices such as deflectors, spoilers, and vortex generators, to alleviate aerodynamic pressures and wind forces on mobile and modular homes. Mr. Pollock's experience and capabilities are unique in so far as he is the only aerodynamicist in the country that is proficient both in aeronautical and civil engineering aerodynamics. This unique combination is indispensable for the success of this project. For these reasons, it is in the best interest of the Government to contract only with Mr. Pollock for this requirement. The period of performance will be 75 weeks. FOB Destination, Gaithersburg, MD. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received by the date identified above. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available. The anticipated award date will be approximately twenty days after the date of this notice. See note 26.
