Description
THIS IS A SOLE SOURCE HUBZONE SMALL BUSINESS SETASIDE. The Virginia Contracting Activity, on behalf of the Defense Intelligence Agency (DIA), intends to solicit and negotiate with ADC, Ltd. on a sole source basis a follow-on contract for a base year and four option years. The Government estimates that there will be 317 investigations for the base year and each of the four option years. All cases provided to the contractor will have a deadline of 30 calendar days, calculated from the time the requirement is received by the contractor?s representative until the Government receives the complete investigative packet. Qualifications for a contractor investigator shall include extensive (5 years or more) experience as a local, state or federal personnel security investigator. Local or state refers to individuals who have experience in a law enforcement role at the state or local level, primarily detectives. All investigators MUST hold at least a SECRET or equivalent security clearance with a federal agency at time of contract award. All investigations shall meet, and be conducted in accordance with, the current requirements except NACS, which shall be done by the Government. The contractor shall follow DCID 6/4 guidance on investigative requirements and standards. In addition to DCID 6/4 requirements regarding interviews, a minimum of four references per case are required, one listed and three developed. All responses should reference PR 136/0005Z/02. Interested parties have 5 days from the publication date of this synopsis (25 Mar 02) to submit verification that they are HUBZONE CERTIFIED and their qualifications/capabilities to meet the above requirements. Such qualifications/capabilities will be used solely for the purpose of a competitive HUBZONE SMALL BUSINESS SETASIDE. Responses received without the requested information will be considered non-responsive to this synopsis. A determination by the Virginia Contracting Activity not to compete this proposed procurement on a HUBZONE SMALL BUSINESS SETASIDE, based on responses to this synopsis, is solely within the discretion of the Virginia Contracting Activity.
