- Description
- The Office of Personnel Management (OPM) intends to negotiate on a sole source basis with Sher Associates, P.O.Box 593, Round Hill, VA, to provide ongoing support for sales and account receivable functions for the Eastern Management Development Center (EMDC), Shepherdstown, WV. The contractor will provide business process design, training and implementation, particularly the implementation of the Momentum financial system, management analysis and reporting, accurate and timely data entry and filing, timely collection of current receivables, and resolution of aged receivables. Sher Associates has direct and extensive knowledge of OPM financial systems, particularly those supporting revolving fund programs. They also have knowledge of OPM's organization and payment and purchasing offices in the Federal government. The services Sher Associates will provide are critical for the continuation of essential services and performance of work on deadlines set outside of EMDC. OPM intends to award a contract for an intial term of 6 months, with options to extend services for up to two additional 1-year options. Sher Associates is the only known provider for these services. This is not a request for competitive proposals. However, all interested parties who believe they meet this requirement are invited to submit in writing, within 15 days of publication of this notice, complete information describing their ability to provide these services. Such information should contain pricing information for providing these services. Responses may be mailed to OPM, Contracting Services, ATTN: Judy Brader, 1900 E Street, NW, Room 1342, Washington, DC 20415-7710. The Government does not intend to pay for information provided. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive requirement. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government.
