Description
This is modification 1 to 9-BJ2-Z57-02-11P. This modification addresses questions received regarding the Synopsis for the Information Systems Directorate Operations and Support Services Contract (IOSS)posted on March 5, 2002. Question 1: Will the IOSS Contract require that at least the prime contractor be ISO certified? Answer 1: No. Question 2: Would you provide a listing of incumbent contractors for teaming purposes? Answer 2: NAS9-97135 Information Technology Support Services Contract; Muniz Engineering, Inc. NAS9-01122 Application Development Support Contract; SAIC, Inc. NAS9-98143 Data Systems Support Services Contract; Lockheed/OAO NAS9-97001 Information, Imagery, Media, and Public Affairs Support Services Contract; Indyne Corporation Question 3: Would you be able to provide contact information on incumbents for the contracts listed? Answer 3: NASA is not able to disclose this information through this media. However, if you want more information on the contracts listed, you may contact Stella Luna, stella.luna@jsc.nasa.gov, in regards to a Freedom of Information Act (FOIA) request. Question 4: When did performance begin on each incumbent contract and what are their expiration dates? Answer 4: NAS9-97135 Information Technology Support Services Contract; Muniz Engineering, Inc. Began: April 5, 1999 Expiration including options April 4, 2003 NAS9-01122 Application Development Support Contract; SAIC Inc. Began: September 1, 2001 Expiration including options: February 24, 2003 NAS9-98143 Data Systems Support Services Contract; Lockheed/OAO Began: January 1, 1998 Expiration including options: December 31, 2003 NAS9-97001 Information, Imagery, Media, and Public Affairs Support Services Contract; Indyne Corp. Began: December 10, 1996 Expiration including options: April 30, 2004 Question 5: Can you direct me to somebody who is willing to subcontract some of their work to small vendors? Answer 5: It is the responsibility of each contractor to pursue subcontracting opportunities with Prime's. An award notification will be posted to the NASA NAIS Website indicating the Prime once award has been made. Question 6: How do I obtain a copy of the RFP? Will it be posted on the same site the synopsis is listed? Answer 6: The RFP and other documentation will be available on the NASA NAIS Website, the same website where the synopsis is posted. Question 7: Please advise as to the best practice for subs to meet Prime's on this type of contract. Answer 7: It is the responsibility of each contractor to pursue subcontracting opportunities with Prime's. An award notification will be posted to the NASA NAIS Website indicating the Prime once award has been made. Question 8: Since it is listed as a small business set aside, are public universities, specifically historically black colleges and universities precluded from the application process? Answer 8: Because this procurement has been set-aside for small business, you must qualify under the NAICS to be eligible. Question 9: Is this acquisition strategy confirmed to be a 100% SB? Answer 9: Yes, this acquisition is 100% Small Business Set-Aside. Question 10: Do I wait for the actual solicitation to be emailed to me? Answer 10: All documents pertaining to this acquisition will be posted on the NASA NAIS Website. It is the contractor's responsibility to monitor the website for further developments on this procurement. Question 11: Is it ok to sub work out in areas where we may not have the capabilities in house? Answer 11: Yes, however, 51% of the work must be performed by the Prime Contractor. Question 12: Is this contract set aside for 8(a), SDB companies to compete? Answer 12: No, this contract is a Small Business Set-Aside. Question 13: We would like to schedule a corporate capability meeting. How do we do that? Answer 13: NASA will not be holding individual contractor meetings at this time. However, the Johnson Space Center intends to have an industry pre-proposal conference in April where NASA will be giving an overview of the contract. Question 14: We would like to request a bid package. Answer 14: There is no bid package. It is the contractor's responsibility to monitor the NASA NAIS website for further developments on this procurement. Question 15: We would like information on anyone who may be looking for teaming partners. Answer 15: It is the responsibility of individual contractors to determine teaming opportunities. Question 16: Is this contract already established or is it a new contract? Answer 16: The IOSS contract is a consolidation of four contracts that are currently in place at the Johnson Space Center. Question 17: Could you send me the bidders list when available? Answer 17: We do not have a bidder's list established at this time. However, when one is established it is the contractor's responsibility to request it. We will not have this list until we have the proposals in hand. Question 18: Is the schedule in the pre-solicitation notice firm? Answer 18: No. Question 19: What is the acquisition strategy for percent of acquisition going into to SDB's, Hubzone SDBs? Answer 19: Because this is a small business set-aside, there are no subcontracting goals. Question 20: Which functional areas of the proposed contract are being considered for each contract type? Answer 20: This information will be available when the Draft RFP is posted. Question 21: Can you inform us of the current technical staffing levels for the above listed contracts (FTE's per contract)? Answer 21: Not at this time. Question 22: Are there any areas of technical duplication or overlap among these contracts? Answer 22: Yes, some areas overlap. For example web-site and application development. Question 23: Will the new contract continue with all the work that is currently being accomplished by the four listed contracts? Answer 23: Yes. Question 24: Will the new contract have any additional work that is not currently accomplished under any of the four listed contracts? Answer 24: Not at this time. Question 25: When will the Draft Statement of Work be out? Answer 25: On or about March 22, 2002. Question 26: Will there be an industry day for the potential contractors? If so, when? Answer 26: The Johnson Space Center intends to have an industry pre-proposal conference in April where NASA will be giving an overview of the contract. Question 27: Does NASA/JSC have the FOIA information for each of the four contracts being bundled under this new effort available to the potential contractors? Or do I have to go through the standard NASA process to receive the FOIA information. Answer 27: For FOIA information regarding these four contracts, you must follow the standard NASA process, contact NASA representative, Stella Luna, stella.luna@jsc.nasa.gov. Offerors are responsible for monitoring this site for the release of the solicitation and any amendments. Potential offerors are responsible for downloading their own copy of the solicitation and amendments (if any).
