Description
NASA/HQ plans to issue a Request for Proposal (RFP) for support for the NASA Engineering Training (NET) Program with curriculum development, manufacturing expertise inventory, manufacturing colloquium, course companion materials, and NASA system journal. NASA/HQ intends to purchase support for the NET program from Productivity and Quality Center Fenn College of Engineering (PQC). The authority is "only one responsible source" 10 U.S.C. 2304(c)(1) because PQC is uniquely qualified to provide the support required by this acquisition. PQC has provided NASA technical training related to manufacturing technology for the past three years and is aware of the specialized manufacturing skills and the design problems that are inherent in the one-of-a-kind manufacturing work performed at NASA. In addition, PQC developed and designed the first phase of the manufacturing CDROM and therefore it possesses a unique knowledge of the database and computer program design. PQC is uniquely qualified for this acquisition because its background in the development of the manufacturing course companion materials and because of its familiarity with the NET program, participants, and other NET training providers. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. local time on April 1, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
