Description
The Naval Research Laboratory has a follow-on requirement for scientific, engineering, technical and analytical support for a wide range of NRL research activities. The work includes the following areas: (1) development of integrated optic phase shifters, frequency shifters and modulators; (2) develop and test of fiber optic sensors and systems and fiber optic acoustic sensors; (3) development and analysis of fiber optic electro-magnetic and environmental sensors; (4) development of photonic systems; (5) field measurement and analysis for infrared signatures, electro-optical sensing and optical devices; (6) laboratory measurements for infrared sources and electro-optical sensors; (7) laboratory measurements of infrared signatures; (8) sensor measurement, analysis, and development; (9) research and development of infrared-transmitting fibers and devices; (10) organic opto-electronic materials and devices. A complete Statement of Work (SOW) is available as part of the solicitation. Extensive experience is required in these areas. Offerors must have demonstrated experience in performing the specified tasks and a firm commitment for personnel to accomplish the tasks on site and off site. Key tasks shall be performed at the Naval Research Laboratory. A facility clearance is required and key personnel will be required to have security clearances. The period of performance for five years (one base year and 4 option years) with an estimated level of effort of 624,000 labor hours. The Government anticipates awarding a cost plus fixed fee term contract. This is a follow-on to Contract N00173-97-D-2008 with SFA Inc. The RFP is being issued under full and open competition. The North American Classification Code is 541710 with a small business size standard of 500 employees. All responsible sources may submit an offer which will be considered. NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs. Paper copies of the RFP will not be provided. The response date for this RFP in this synopsis is the current estimated date. The actual date for proposals will be stated in the solicitation when issued. Numbered Note 26 applies.
