- NA Remove and replace transformer bank #5 oil cooler heat exchangers plus a spare tube bundle at Bull Shoals Powerhouse in Lakeview, Arkansas, which includes, but is not limited to the following: a. Remove insulation from raw water piping and perform other operations that would not require the shutdown of transformer bank #5. b. Schedule shutdown of generators 7 and 8 with powerhouse. Notify powerhouse personnel, 24 hours in advance, for them to drain the transformer oil from the oil lines and heat exchangers into powerhouse transformer oil recovery system. c. Remove heat exchangers, pumps, piping, and electrical components while protecting the flow switches and solenoid valves to be reinstalled. d. Install new heat exchangers, oil pumps, new piping to existing lines, valves, and electrical components. e. Flush and pressure test new oil and water lines before installing insulation on raw water lines. f. Regulate ball valves with removable handles for proper raw water flow and perform operational test. g. Notify powerhouse personnel, 24 hours in advance, for them to fill the oil lines and heat exchangers with reconditioned transformer oil from the powerhouse transformer oil recovery system. h. Remove existing electrical wires and install new electrical wires from the distribution center number 8 to pumps. New wires shall include wires route through transformer termination cabinets. Reconnect wires to existing devices and make complete con nection to new pumps. i. Perform final inspection, testing and clean up. j. Turn over spare bundle to the Government. This is to be a Firmed Fixed Price ?Supply Contract with installation provisions. Solicitation will be on Compact Disk (CD-Rom) and provided free of charge. The solicitation will not be available in paper format; however, the Government reserves the righ t to revert to paper when determined to be in the Government's best interest. All documents required for the offer submittal, including amendments to the offer submittal, shall be in paper medium. Electronic medium for submittal of offer will not be allo wed. Solicitation issue date will be on or about 20 March 2002. Solicitation will be made available upon registration at the Little Rock Contracting Division internet website (https://ebs.swl.usace.army.mil). The date and time for receipt of proposals will be on or about 19 April 2002, 4:00 p.m. local time. NAISC code 335311 will apply with a size standard of 750 employees. Numbered notes 1, 12 and 26 apply.
