Description
Provide A/E design services for Intensive Care Unit (ICU) Renovation, Project No. 509-317, VA Medical Center, Downtown Division, 800 Bailie Drive, Augusta, Georgia. Project involves the renovation of approximately 14,000 SF in Building 801 at the Downtown Division. Existing research space will be converted into a 20 bed Intensive Care Unit (12 ICU and 8 CCU beds) with support space in accordance with the Department of Veterans Affairs? space criteria. The purpose of this renovation will be to increase and improve space for ICU patients, improve patient privacy, improve infection control measures and improve space and working environment. Evaluation factors, not in priority order shall be: 1) Must demonstrate experience with hospital design (especially critical care units). Experience with design for intensive care and coronary care units (is desired and preferable). 2) Experience with Government agencies (especially Department of Veterans Affairs) while not required, is desired. 3) Must have a registered architect on staff. This project will require professional services of a registered Mechanical Engineer, Civil/Structural Engineer and Electrical Engineer as well as a Fire Protection Engineer. These are not required to be on staff. 4) Must be able to provide all construction drawings in AutoCAD Release 14 or AutoCAD 2000 format. 5) Must be able to provide specifications in Microsoft Word (preferably Word 97 format). 6) Must demonstrate the ability to complete required work within established time frame and budget. 7) Area of consideration is limited to a 120-mile radius of Augusta, Georgia. This includes the following major cities: Augusta, GA, Savannah, GA, Macon, GA, Columbia, SC, and Greenville, SC. This is an unrestricted procurement pursuant to FAR 19.1007. Faxed documents will not be accepted. SELECTION: A: Selected VA Facilities/Engineering and Contracting staff will review all submitted experience and qualifications (AE 254s/255s) packages to determine the highest qualified firms (short listing). B: All short-listed firms will be invited to make a presentation (45 minutes to 1 hours) to the VA selection board. C: The VA selection board with rank and rate all short-listed firms. D: A fee proposal will be requested from the top ranked firm. E: If the VA and the top ranked firm cannot reach an agreement concerning the cost to perform this work, a fee proposal will be requested from the second-ranked firm. All interested and qualified firms within the geographic limitation (120-mile radius of Augusta, GA) desiring consideration shall submit SF 254s and SF 255s to the following: Diana M. Nance, Contracting Officer (509/10N7NLO), VA Medical Center, One Freedom Way, Augusta, GA 30904-6285 no later than COB (4:30 PM EST) April 5, 2002. NAICS code: 541310 and the size standard is $4.0 million. THIS IS NOT A REQUEST FOR PROPOSAL. NO SOLICITATION PACKAGE WILL BE ISSUED. Note #24 applies.
