Description
This Public Announcement is for information purposes only and shall not be construed as a Screening Information Request (SIR), or a release of a Request for Proposal (RFP) of any kind, and does not guarantee procurement of the underlying services. Further, the Federal Aviation Administration is neither seeking nor accepting unsolicited proposals. <P> All interested parties are advised that the Federal Aviation Administration (FAA) will not provide reimbursement for any information provided or any other costs incurred that are associated with any response received from industry to this PA/RFI. Therefore any costs associated with submissions will be solely at the interested parties expense. <P> In accordance with the Federal Aviation Administration's Acquisition Management System (FAA AMS) Section 3.2.1.3.12, the public is hereby informed that the FAA has a requirement valued at over $100,000. <P> Background: <P> The FAA is responsible for aviation weather observation services at designated locations, primarily airports, throughout the United States. Since March 1995, the FAA has satisfied this responsibility through the use of the Automated Surface Observing System (ASOS), or the Aviation Weather Observing System (AWOS), FAA employees and contract weather observer personnel. <P> Currently, the Contract Weather Observation (CWO) program, which is administered by FAA Regional Offices, utilizes over 40 contractors to provide weather observation services at over 130 contract sites in regional FAA-owned or FAA-leased locations. During fiscal year 2002, the FAA intends to reorganize administration of the CWO program to FAA Headquarters to achieve operational and administrative uniformity of the CWO sites. <P> Objective: <P> The objective of this Public Announcement/Draft SIR Release is to solicit feedback regarding the attached draft Screening Information Request (SIR) from sources capable of performing aviation weather observation services under the CWO program. It is the FAA's intent to inform industry of a planned competitive contract(s) that will provide for aviation weather observer personnel to augment the ASOS and AWOS at selected airports throughout the United States. This potential future contracting opportunity will include set-asides for competition among small businesses. The FAA strongly encourages subcontracting and teaming arrangements by all participants. <P> Procurement Summary: <P> The FAA intends to award ten (10) fixed-price service contracts for CWO service with a base year and up to four (4) option years. Eight (8) of the ten awards will be competed as a set aside for small business concerns. The small business set-aside DRAFT SIR is DTFA01-02-R-03113. The remaining two (2) awards will be openly competed among all businesses. The openly competed DRAFT SIR is DTFA01-02-R-031130. Each award will consist of one CWO Group numbering in a range between six (6) to sixteen (16) individual CWO sites. Vendors will be able to submit a proposal in response to the SIR/RFP, when released, for any number of CWO groups, but will be limited to two awards. <P> Detailed instructions for submitting proposals in response to the final SIR release will be located in Section L: Instructions, Conditions, and Notices to Offerors of this draft SIR. <P> As stated in Section L.9, a pre-proposal conference is tentatively scheduled for 03 April 2002 in Washington, DC. All interested Offerors who wish to attend may do so, at Offeror expense, by notifying one of the points of contact listed below no later than 25 March 2002 via mail or e-mail. <P> Interested parties who wish to submit comments or questions regarding this DRAFT SIR should send their response(s) to one of the points of contact below no later than 29 March 2002. The FAA is neither seeking nor accepting unsolicited proposals at this time. <P> NOTE: Due to security procedures, regular mail is subject to delivery delays. The use of express mail and/or e-mail is highly encouraged.
