FULL AND OPEN COMPETITION FOR En Route Automation Modernization (ERAM) Program Final 3/15/02 Screening Information Request (SIR) #1 Request For Industry Proposals <P> Program: En Route Automation Modernization (ERAM) <P> Federal Aviation Administration (FAA), 800 Independence Avenue SW, Washington, DC 20591 <P> FAA Contracting Officer: Donald King, ASU-350, 202-366-5509 <P> The Federal Aviation Administration (FAA) is please to release this SIR for the En Route Automation Modernization (ERAM) infrastructure acquisition to replace the existing en route air traffic control (ATC) automation system and selected en route infrastructure. Following a robust competition services to be provided under this contract will include, but are not limited to: system engineering; system integration; system requirements analysis; system design/development; software design/development; system testing; infrastructure upgrades/enhancements; hardware and software replacements; system deployment; transition planning and support; training; maintenance; logistics support; and lifecycle support. <P> The ERAM solution will replace the Host Computer System (HCS) software/hardware the Direct Access Radar Channel (DARC) software/hardware, and the Host Interface Device (HID)/NAS Local Area Network (LAN) with a new automation architecture to provide the legacy functionality and new capabilities needed to support NAS Architecture 4.0, Free Flight initiatives, the operational needs of Air Traffic Services, and Information Security (INFOSEC) requirements. In concert with other en route programs, ERAM will modernize the en route automation and infrastructure to provide an open-standards based system that will be the basis for future capabilities and enhancements. An open-standards based system will create a more modern and supportable automation environment that is International Civil Aviation Organization (ICAO)-compliant, modular, and expandable. <P> The award of this contract will be accomplished in three phases. In phase 1, offerors will respond to the technical screening requirements set forth in this SIR. Phase 1 will result in a downselect to two offerors. In phase 2, the two selected offerors will perform selected requirement and design activities. The FAA anticipates paying the two selected vendors a stipend for their participation in the Phase 2 activities. In phase 3, offerors will respond to and cost the requirements of full ERAM development and implementation. The FAA will award a contract for the final ERAM solution to a single vendor. <P> Offeror Submissions (See Section 4 of SIR#1) ? Written Notice of Intent to submit a proposal and identification of Subcontract Point of Contact (POC) (Name, Phone #, Email Address) to above FAA Contracting Officer No Later Than (NLT) 2:00PM EST on March 22, 2002. ? Part 1 submissions received by FAA NLT March 29, 2002. ? Part 2 submissions received by FAA NLT April 15, 2002. <P> Notice to vendors seeking subcontract opportunities under the ERAM: Appreciating the benefits of small, and small disadvantaged business participation the FAA plans to publish the Subcontract POC (Name, Phone # and E:Mail Address) of all potential prime contractors who have submitted written notice of intent to submit a proposal to in response to SIR#1.
