Description
The Federal Aviation Administration (FAA) has a requirement to develop a certified Common Reference Receiver (CRR) for application in the Wide Area Augmentation System (WAAS) and the Local Area Augmentation System (LAAS) programs. The planned period of performance for this procurement will commence April 2002 through December 2003 (21-months) with 1-Option Year. The estimated price for this proposed contract is $2M base year + $1M Option Year. The requirements for this effort include the following: <P> ? Development and delivery of a complete set of planning documents including: a finalized Common Reference Receiver (CRR) Specification; Plan for Software Aspects of Certification (PSAC) per DO-178B; Software Development Plan (SDP); Configuration and Quality plans; Receiver Verification Plan; along with a Project Schedule. The planning documents will address firmware development, tool qualification, hardware development, hardware qualification and product certification <P> ? Delivery of a hardware specification, a design document package and an engineering model that includes the actual hardware including backplane, clock status card, enclosure, and a single OEM4 card supporting both L1 and L2. The engineering model of the CRR will receive signals and data from the Global Navigation Satellite System (GNSS), in particular the Global Positioning System (GPS) and WAAS GEO satellites. The CRR outputs ranging measurements, timing information and navigation data to processors at the WRSs. The receiver shall be capable of simultaneously tracking and demodulating the associated navigation data for up to 18 ranging sources. The receiver shall support up to four (4) SBAS ranging sources and at least 14 GPS ranging sources. The CRR shall be able to simultaneously track 18 L1 C/A signals with up to 4 L1 GEO signals and up to 18 L2 P(Y) or L2 C/A signals. The CRR shall have provision to allow future upgrade to include 18 L5 signals and 18 L2C sign! als. The receiver shall perform continuous signal quality monitoring for L1 C/A signals as per RTCA DO?229B. The receiver does not include an antenna or preamplifier. <P> NovAtel, Inc. is the only known company with the knowledge and capability to develop a certified Common Reference Receiver (CRR) within the required timeframe; therefore, not required to submit documentation evidencing their capabilities. <P> Interested parties who can comply with and meet all of the requirements called out in this market survey must respond with their documentation in writing to: Federal Aviation Administration, 800 Independence Avenue, SW, Washington, DC 20591, Attn: Ms. Susan D. Eicher to receive consideration. <P> Interested offerors should identify their capabilities by specifically addressing the requirements set forth above. Responses containing only company brochures, catalogs or other type of generic information will not be evaluated. For the above criteria, all experience indicated should include relevant experience over the last three years (including a description of work performed), the contract number, the identification of the government or commercial agency for which the work was performed (identify all efforts performed as a subcontractor), and the name, title and telephone number of the contracting officer and the contracting officer's technical representative. The response addressing each of the above requirements should be limited to twenty (20) pages excluding attachments. Statements that data will be obtained or developed are not acceptable. Only those responses providing the required documentation in response to this market survey will be considered prior to furthe! r acquisition action by the Government. <P> Any information received as a result of this announcement will not be provided to other contractors and will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. <P> Electronic and telephonic responses will not be accepted. <P> The FAA will not pay for any information received or costs incurred in preparing responses to this market survey.
