Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Suenram Consulting, Germantown, Maryland for technical assistance services. The Contractor shall perform maintenance, engineering and measurements to aid in the development of the technology into a reliable and accurate chemical sensor, with a size factor of two less than present. The Contractor shall provide instrument maintenance and repair, develop methods to reduce the instrument size, upgrade the electronic control and data acquisition, furnish training to users in the instrument operation, to provide measurements on novel model biological molecules and on chemical agents and their precursors and decomposition products. Work shall be performed at the NIST Gaithersburg, Maryland site. The period of performance is from date of award for one year with one additional one-year option period. The requested services require a physical chemist expert in Fourier transform microwave spectroscopy instrumentation and operation. Additionally, the scientist must be an expert in the maintenance, repair, and operation of the NIST FTMW spectrometers installed at Edgewood Chemical and Biological Center and at NIST. Dr. Suenram is unique at meeting these qualifications. He was initially responsible for the design, development, and installation of the FTMW spectrometers at the three sites. Simplified acquisition procedures shall be used for this award. A quotation shall be requested from Dr. Suenram and a purchase order shall be awarded approximately May 10, 2002. This is not a request for quotations. However, all expressions of interest received before April 12, 2002 will be considered by the agency. Vendors shall describe their capabilities in enough detail for a determination to be made. A determination by the Government not to compete this proposed purchase order based on responses to this notice is solely within the discretion of the Contracting Officer.
