- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation is issued as a request for quotation (RFQ); the Solicitation Number is SB1341-02-Q-0353. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 2001-05. The NAICS Code for this acquisition is 511210; the small business size standard is $21.0 million. The hardware platform that the software will be used on is SGI; the requested medium for the software is CD. CLIN 0003: Accelrys C2.DMol3 Interface: Interface to the C2.DMol3 software; Floating License; Quantity: 1; Unit: Each. CLIN 0004: Accelrys C2.DMol3-Solid-State: Density Functional quantum mechanics code. Molecular and solid state systems. Executable only. Group license up to 16 processors; Quantity: 1; Unit: Each. CLIN 0005: Accelrys C2.Interface Builder: Definition and display of interfaces between crystal structures. Floating License; Quantity: 1; Unit: Each. CLIN 0006: Accelrys C2.Minimizer: Performs energy minimization of molecular and periodic structures. Floating License; Quantity: 1; Unit: Each. CLIN 0007: Accelrys C2.Open Force Field: Open force field includes library of standard materials force fields. Includes Drieding, Universal and other force fields. Floating License; Quantity: 1; Unit: Each. CLIN 0008: Accelrys C2.Polymer Builder: Construction of polymer chains. Includes monomer libraries. Floating License; Quantity: 1; Unit: Each. CLIN 0009: Accelrys C2.Surface Builder: Surface chemistry 2-D periodic model builder. Floating License; Quantity: 1; Unit: Each. CLIN 0010: Accelrys C2.Visualizer MS: Comprehensive chemical computing environment. Required core product; Quantity: 1; Unit: Each. CLIN 0011: Accelrys? C2.Visualizer: Comprehensive chemical computing environment. Required core product; Quantity: 1: Unit: Each. CLIN 0012: MS DMol3 Interface: Interface to the C2.DMol3 software; Quantity: 3; Unit: Each. CLIN 0013: MS Visualizer. Includes crystal and polymer building functionality, as well as comprehensive Help system. Quantity: 5; Unit: Each. This acquisition is not set aside exclusively for small business participation; any responsible offeror that is an authorized reseller of CLIN?s 0001 through 0013 may submit a quotation. Delivery date must be specified in the quotation (specified in terms of how many days after award). Quoted prices for CLIN?s 0001 through 0013 must include all shipping, handling and delivery charges (i.e., Delivery for CLIN?s 0001 through 0013 must be FOB Destination). The provision at FAR 52.212-1, Instructions to Offerors?Commercial Items, applies to this acquisition; Offerors MUST follow the instructions in this provision in submitting their offer. That provision, and all other FAR Part 52 provisions, may be accessed at http://www.arnet.gov/far in either html or .pdf format under Part 52. Award will be made to the Offeror whose quotation has both been determined to be technically acceptable and to represent the lowest price of all quotations received by the Government. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications?Commercial items, with their offer. The clause at FAR 52.212-4, Contract Terms and Conditions?Commercial items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items, applies to this acquisition; the clauses cited within that clause under section (b) that apply to this acquisition include: 52.52.222.21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.222-19; 52.225-15; and 52.232-34. The Offeror must submit a copy of its licensing agreement that applies to CLIN?s 0001 through 0013 with its offer. Offers are due on Monday, March 25, 2002 at no later than 2:00PM Eastern Time at the following location: U. S. Department of Commerce, National Institute of Standards and Technology, 100 Bureau Drive Stop 3571, Building 301 Room B129, Gaithersburg, Maryland 20899-3571.
