Description

THIS SOLICITATION IS LIMITED TO 8(a) FIRMS IN THE FRESNO AND LOS ANGELES DISTRICTS. ALL OTHER FIRMS ARE DEEMED INELIGIBLE FOR AWARD This is the Pre-Solicitation Notice for an Indefinite Quantity Paving and Road Repairs Contract. The Contractor will be required to furnish all labor, materials, equipment and supervision required for asphalt patching, full width replacement, marking and striping, crack repair/fill, culvert repair and replacement, and miscellaneous concrete work. All work must be conducted in compliance with all federal, state and local ordinances. Site excavation, backfilling, and finish grading will be required. Award will be based on a sample project subject to availability/receipt of funds: Scope of Work: The contractor shall provide all supervision, labor, material, traffic control, testing and testing labs to grind in place existing asphalt pavement, compact new base material and provide a new 2 inch minimum asphalt concrete overlay, with all related work using the plans and details provided. The area of work is on Aircraft Range Access Road from the intersection of Water Road to the north radius of the intersection of Dauntless road. All work must be conducted in compliance with all federal, state and local ordinances. Performance is at the Naval Air Weapons Station, China Lake, California. The NAICS Code is 234110. The related small business size standard is $27.5 Million. Resulting contract will include a basic contract period and three (3) option periods with a guaranteed a minimum of $5,000.00 per year that the contract is exercised. The cost range is between $100,000.00 and $12,000,000.00. Task orders will be issued on the basis of Firm-Fixed-Price (FFP). The proposed contract is 100% Set-aside for 8(a) firms registered in the Fresno and Los Angeles districts, all others are deemed ineligible for award FAR 52.219-18 Alternate I. The solicitation will be available on or about 29 March 2002. Potential bidders should request this solicitation (IFB N68711-02-B-2517) over the Internet at http://esol.navfac.navy.mil as an Electronic Bid Solicitation (EBS). No paper copies will be available. EBS solicitation packages may be acquired by registration and download at the Internet EBS Web Site. All prospective offerors must register as plan holders on the EBS Web Site for this project. Plan Centers are also required to register. Plan holders lists will not be mailed or faxed and will only be available at the EBS Web Site. The Official Plan Holders list will be maintained on and can be printed from the EBS Web Site. All requests on the Web Site must include (1) complete solicitation number and project title and (2) company name, point of contact, address, phone number, and e-mail address of the registering company. Each company must also identify whether the firm is a small business, small disadvantaged business, or large business and if the firm is a woman-owned business. To be eligible for award, Contractors shall be registered on the Central Contractor Registration (CCR) at http://www.ccr.dlsc.dla.mil.
