Description
DESC: The Naval Air Systems Command, (NAVAIR) has a requirement for technical, engineering, logistical and program advisory and assistance services to support the Program Manager, Aircraft (PMA) of the Navy Targets and Aerial Vehicles Program Office (PMA-208). Specific support includes but is not restricted to the following tasks: (a) Perform independent analysis and technical studies in support of needs and solutions identification, requirements determination, and concept exploration of the family of aerial targets, target augmentation and auxiliary systems (TA/AS), decoys, and related systems and hardware. (b) Provide engineering and technical services in support of concept demonstration and engineering and manufacturing development of aerial targets, decoys, and related systems. (c) Provide engineering and technical services in support of the aerial targets, TA/AS and related systems/hardware production programs, which are utilized exclusively in support of weapon systems test and evaluation programs. (d) Provide engineering and technical services in support of the aerial targets, decoys and related systems/hardware production programs. (e) Provide independent management and professional services in support of aerial targets and decoys systems. The proposed contract will include a base period and four option years, and is expected to run from November 2002 through November 2007. Work is anticipated as being on site at the NAVAIR, Patuxent River, MD. The anticipated type of contract is an indefinite Delivery Indefinite Quantity Contract with incentive provisions considered and a performance based statement of work. The standard industrial classification (SIC) code is 8711, (NAICS code is 54133), Military Weapons. This requirement is a total 100% set-aside for Small Businesses. Only companies, including their affiliates, with an average annual receipt of $23,000,000.00 or less during the last three (3) completed fiscal years are considered small. NAVAIR intends to release a draft Request for Proposal (RFP) via the Internet within 60 days. A bidders list will be constructed from responses received. Requests for the draft RFP may be sent via e-mail to: Scribergv@navair.navy.mil or Spiottaml@navair.navy.mil. Written requests may be sent to: Naval Air Warfare Center, Aircraft Division, AIR 2.5.1.5.2.9, Bldg. 441, 21983 Bundy Road, Patuxent River, MD 20670-2117. When the solicitation is released it will be on the NAVAIR Electronic Solicitation Website: http://www.navair.navy.mil/business/ecommerce/index.cfm. It is the potential offeror's responsibility to monitor these sites for release of any solicitation. Telephone inquires will not be accepted. All Internet responses must provide the return Internet address, a Post Office mailing address, Point of Contact, and Telephone Number within the body of the response. Internet responses without the aforementioned address will not be recognized. NAVAIR intends to have a pre-solicitation conference located at Patuxent River, MD. All respondents will be notified via e-mail of the exact date of the pre-solicitation conference. The draft solicitation will be made available over the Internet in Microsoft Word 2000 format and will reside on the NAVAIR Home Page, located on the World Wide Web (WWW). Offerors who have requested an electronic copy of the draft RFP will be notified via e-mail when it is released.
