- As stated in the solicitation, the government intends to award without discussions. Therefore, communication (also referred to as exchanges) with offerors regarding their proposals or the evaluation proceedings will be limited by the protocols in the Federal Acquisition Regulations. I will notify all interested parties (offerors) if their proposal is successful or unsuccessful for each functional area applied for as required by the Federal Acquisition Regulations and will avoid exchanges until that time. Unsuccessful parties will be afforded an opportunity for debriefing along with notification as being unsuccessful. Things I can not disclose at this time include, but are not limited to, both the number of offers and the identity of other offerors. Some parties have asked me to verify if their proposal was received. I need proof of the authenticity of the requester and that the requester is empowered by the offeror before I will share that information. The best way to accomplish this is to send in a letter to me on corporate letterhead. I will accept the letter by mail to me at - Matt T. Verhulst (6TA), GSA/FTS, 1500 E. Bannister Road, Kansas City, MO 64131 -, by way of fax to me at 816.926.7474, or via e-mail to - hubzone@gsa.gov - with an attached scanned copy of the letter. In response to what is ostensibly a valid request I will simply acknowledge receiving or not receiving a package from that source. Please consider the preceding before attempting to contact me regarding proposals or the evaluations at this juncture.
