Description
The work includes the design and construction of 34.5 kV walk-in substation, including switchgear, panel boards, and supporting interior power, lighting, fire alarms, heating, cooling, telephone, and incidental related work. Exterior supporting utilities such as duct bank, power cables, termination to the substation, telephone cable, site work, and building foundation will be performed under a separate contract. This solicitation includes an option to provide all work in connection with a second (North) Switchgear Building, a duplicate for the first (South) Switchgear Building, complete in accordance with the drawings and specifications. The Government reserves the unilateral right to award the Option to the Contractor at the bid price within 270 calendar days after the contract award. This is an RFP that requires the submission of technical and price proposals. The requirements for the technical Source Selection criteria factors are as follows: Factor 1 ? Corporate Experience, Factor 2 ? Key Personnel, Factor 3 ? Past Performance, and Factor 4 ? Small Business Subcontracting Effort. For purposes of evaluation of offers the technical factors, when combined, are equal in importance to the price. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED THAT AN AWARD MAY BE MADE WITHOUT EXCHANGES OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Proposers should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. The approximate solicitation release date is 29 March 2002. The receipt date for technical and price proposals is 30 April 2002. This solicitation will be available in electronic format only. All documents will be in the Adobe Acrobat PDF file format via the Internet. The free Acrobat Reader, required to view PDF files, can be downloaded from the Adobe website. The address is: http://esol.navfac.navy.mil. Contractors are encouraged to register for the solicitation when downloading from the NAVFAC E-Solicitation website. Only registered contractors will be notified by e-mail when amendments to the solicitation are issued. The estimated cost range is between $1,000,000 and $5,000,000. The North American Industry Classification System (NAICS) Code is 23332 and the size standard is $27.5 million dollars. This solicitation is unrestricted. This is a firm fixed price contract for a period of 365 days. In accordance with the provisions of DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION, offerors must be registered in the Central Contractor Registration (CRR) database. Lack of registration in the CRR database on part of the offeror will make an offeror ineligible for award.
