Description
The Joint Direct Attack Munition (JDAM) Systems Program Office, Air Armament Center (AAC/YUB), Eglin AFB, Florida, plans to contract for JDAM Global Position System (GPS) receiver upgrades to comply with new security requirements and GPS signal denial threats. The scope of this effort is to design and test an upgraded GPS receiver compliant with Selective Availability Anti-Spoofing Module (SAASM) security protocol and the addition of added signal acquisition capability in a jammed environment. Interested parties are requested to submit a qualification package demonstrating in depth knowledge of the JDAM weapon system to include intimate knowledge/expertise in the following areas: SAASM-based GPS receiver design and production, JDAM rapid GPS signal acquisition, and integration of the GPS navigation solution into JDAM guidance algorithms. Interested sources must also demonstrate prior experience designing and producing SAASM based, jam resistant GPS receivers for U.S. Air Force and U.S. Navy weapons systems. The Boeing Company is the current JDAM prime contractor, and has sole responsibility for design and warranty of the JDAM weapon system. A technical data package is not available to interested sources to aid in accomplishment of the receiver upgrade. Statements of Capabilities should be addressed to Ms. Stacey Hughes, Contracting Officer, 102 West D Avenue, Suite 300, Eglin AFB. FL 32542 and should be delivered no later than 29 Mar 2002. Direct all questions and routine communication concerning this acquisition to the contracting officer, Ms. Stacey Hughes, (850) 882-3525 ext 3124. An Ombudsman has been appointed to address concerns relating to this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or the Program Manager previously identified.
