Description

Eglin AFB FL has a requirement to construct a new Enlisted Open Mess, Eglin AFB FL. The NAICS code for this requirement is 233320. The acquisition is unrestricted. This is a Performance Price Trade Off acquisition and award will be made based upon the Best Value to the Government in accordance with FAR 15.3. The Government reserves the right to award the contract to other than the lowest proposed price. All responsible sources may submit an offer that shall be considered by the agency. This project includes, but not limited to, furnishing all plant, labor, equipment, and materials and performing all operations in connection with construction of the Enlisted Open Mess, Eglin AFB FL. Architectural work consists of concrete slab, unit masonry, interior architectural woodwork, insulation, fire-stopping sealants, steel doors and frames, wood doors, access doors, aluminum windows, door hardware, glazing gypsum board partitions, acoustical panel ceilings, resilient and carpet flooring, painting, toilet compartments, signage, toilet and bath accessories, kitchen equipment. Mechanical work consists of mechanical Air Handling Units (AHUs), ductwork, piping and plumbing fixtures, fire dampers, hydronic piping, fire suppression system, and exhaust fans. A Barber Coleman Direct Digital Control (DDC) System will be used in the construction of the project. Electrical work consists of lighting, power, panels, fire alarm and conduit. There are seven (7) options for which the Government reserves the right to exercise after award. The options include additional parking spaces, landscaping, landscape irrigation plan, texture concrete drive, fiberglass reinforced polyester panels, fencing, and change acoustical ceiling panels from ACT-2 to ACT-3 in the Lounge. The above general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment complete and in accordance with the specifications and drawings. Performance period is 365 calendar days. Estimated dollar range is between $1,000,000 and $5,000,000. This is a paperless acquisition. Paper copies of the solicitation will not be issued. The Request for Proposal (RFP) will be available on the Federal Government?s Electronic Posting System (www.eps.gov) on or about 30 April 2002. The ESTIMATED PRORPOSAL DUE DATE is 03 June 2002. No response to this notice is necessary and no Source List will be maintained. Prospective contractors must be registered in the DoD Central Contractor?s Registration (CCR) database prior to award of a Government contract. Offerors are further advised that failure to register in the CCR database will render your firm ineligible for award. Registration requires applicants to have a DUNS Number. Recommend registering immediately in order to be eligible for timely award. Funds are not currently available for this project. No award will be made until funds are available to make payments under this contract. The Government reserves the right to cancel this solicitation, either before or after closing date, with no obligation to the offeror by the Government. See Note 26.
