Description
The Government is seeking sources from the private sector that will satisfy the AFROTC requirement to deliver African American students who meet predetermined qualifications for Air Force commissioning/scholarships. These students shall be delivered in two distinct groups, in-college and high school. From the pool offered by the contractor, AFROTC will rank students within each of the two categories (high school and in-college) by order of merit. The contractor shall submit results from the following criteria: 1.1.1. Research of African American pilot demographics 1.1.2. Consideration of the current pilot candidate selection process 1.1.3. Development of a survey tool to help screen potential candidates for pilot training 1.1.4. Focus groups with successful African American officers and pilots 1.1.5. Personality testing on all focus groups to determine successful traits and characteristics 1.1.6. Data analysis 1.2. This effort is designed to allow Air Force ROTC to request a predetermined number of minority students from a professional recruiter in order to bolster the numbers of minority officers and minority pilots in the Air Force. Other factors that may be requested are: recruitment methodology, past performance, price, proposal methodology, and estimated production. The following are items that will be deliverables in the event that a formal RFP is issued: 1.3. A price proposal, which shall include all of the following: 1.3.1.1. Coordination to administer the PFT 1.3.1.2. Coordination to administer the AFOQT 1.3.1.3. Coordination to administer the Flying Class 1 Physical 1.3.1.4. Price shall include all applicable charges to deliver a fully qualified candidate 1.3.1.5. Payment shall only be made for candidates that meet ALL of the criteria outlined in this proposal. Failure to meet any one of the criteria shall negate payment. Payment shall be made on a "per student" basis" with bonus payments made when the 25th and 50th students in the high school and in-college markets are delivered. 1.3.1.6. Contractor shall provide all demographic data on the selected candidates (AFOQT scores, GPA, PFT scores, etc.) in a Microsoft Excel spreadsheet format. The contractor shall administer the Point One Inc. survey tool to each candidate. The contractor shall provide the results of the tests to HQ AFROTC/DOR in a Microsoft Excel format within two weeks of testing. The information requested in the survey is for planning purposes only, and shall not be construed as a request for proposal. NONE OF THE ABOVE MENTIONED INFORMATION IS REQUIRED UNTIL A FORMAL RFP IS ISSUED. The Government does not intend to award a contract on the basis of this survey or otherwise pay for the information solicited. No payment of direct or indirect costs or charges that are incurred as a result of responding to this notice will be made by the Government. Respondents to this survey may be requested to provide additional information based on their submission. The Government requires all vendors conducting business with the USAF to be registered with Central Contractor Registration prior to receipt of a contract, www.ccr2000.com.
