Description
The Washington Metropolitan Area Transit Authority (WMATA) is soliciting proposals from qualified firms to provide financial advisory services to WMATA. Such services have included, among others: (1) assistance in reviewing tax benefit transfer lease proposals for buses and rail cars; (2) assistance in the preparation of the official statement, working with bond counsel, rating agencies and underwriters for WMATA's three Revenue Anticipation Note issues and Transit Bond Refunding; (3) assistance in the negotiation of a Fast Track line of credit for the completion of the 103 mile system; and (4) assistance in the development of the TIFIA loan for financing the IRP program. Experience in financial advisory services similar in nature to the above tasks is required with the following selection criteria applicable: (1) General Experience as Financial Advisor to State and Municipal Agencies; (2) Specific Experience as Financial Advisor to Transit Agencies; (3) Experience with Federal Agencies; (4) Experience with Bond Rating Agencies, Insurers and Underwriters; (5) Experience in Establishing Commercial Paper Programs and Bond Refinancing; (6) Experience in Structuring Tax Advantaged Lease Programs covering Buses, Rail Cars, or Facilities; (7) Experience with other Financing Programs (The Authority is particularly interested in programs secured by Future Federal and/or Local Appropriations); (8) Experience in various Forms of Cash Management; and (9) Levels of Experience and Qualification of Advisors assigned to the Authority. The duration of the contract will be for a base period of three years from July 1, 2002 to June 30, 2005. Further, two one year option periods are available; exercisable at the discretion of WMATA.
