Description
It is the intent of the National Library of Medicine (NLM), to procure professional services on a sole source basis with Karolinska Institute, Stockholm, Sweden, to continue services currently being provided by the contractor under an existing purchase order. The period of performance starts on April 1, 2002 through March 31, 2003 with three (3) one-year option periods. The contractor will continue to provide subject indexing using Medical Subject Headings (MeSH) describing the contents of each article in biomedical journals published in Scandinavian languages. Procedures and policies are detailed in established NLM guidelines, including the NLM Indexing Manual, MeSH annotation and other NLM-generated indexing aids such as Technical Memoranda. Indexers will access the online record for each article and review the descriptive data which have been provided for each one (pagination, language, authors, author affiliation and title). The major effort involves the intellectual analysis of each article for subject content and the application of appropriate subject headings, publication types and qualifiers drawn from MeSH. The immediate and continuous commitment of a professional service contractor is necessary to add new citations to MEDLINE in a timely manner, as soon as possible after the publication of the journal literature. The Karolinska Institute has been providing indexing for this task since the 1980s. Their indexers are trained in MEDLARS indexing policies and have many years of satisfactory performance. Introducing a new contractor at this point in time would add significant amount of time, government coordination, and therefore costs to the government. The proposed acquisition will be procured under FAR Part 13 - Simplified Acquisitions. This notice of intent is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide professional service as stated above. Responses should sufficiently demonstrate the firm's ability to meet the government's requirements. Responses are required within fifteen (15) calendar days from the publication date of this notice.
