Description
The National Institute of Standards and Technology (NIST) intends to negotiate a sole source basis with Dr. Robert S. Roth of Gaithersburg, MD to perform on-site professional services. These services are for the measurement and analyses in support of the Experimental Phase Equilibria Program in the Ceramics Division of NIST in Gaithersburg, MD. The service shall include phase diagrams needed for the study of complex oxide systems, including titanate, niobate, and tantalite based systems. Tasks to be performed include, but are not limited to, the identification and confirmation of stoichiometries and temperature stability ranges of the phases that form, provide consultation on the crystal chemistry of phases found and measurement of the x-ray powder diffraction patterns for reference purposes; determine and document phase diagrams and crystal chemistry. The base period of performance is for nine months from date of award. In addition, there is a four-month option period of performance and a one year option period of performance. The contractor, Dr. Roth is a leading expert in the field of Phase Equilibria and the person most responsible for building up the phase equilibria capabilities at NIST. The contractor shall continue to transfer specialized knowledge to new staff in order to maintain continuity of the Phase Equilibria Program. No solicitation package will be issued. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received by the date identified above. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. The anticipated award date will be approximately ten days after the date of this notice. See Note 26.
