Description
The United States Air Force Academy intends to acquire services under Parts 12 and 13 from the University of Notre Dame. The statement of work requires the contractor to continue data reduction of unsteady pressure data along an airfoil surface (Inlet Guide Vane type probe, IGV probe) and the design and implementation of a data acquisition system to acquire flow field measurements downstream of the IGV probe. The work is in direct support of a joint research program between the USAFA and the University of Notre Dame using the Honeywell F109 Turbofan engine, in place in Test Cell Number 3 of the USAFA Jet Engine Test Facility. The research is part of the Air Force's High Cycle Fatigue (HCF) Correction Program that has been ongoing since FY 96. The general tasks for this next phase of research are as follows: 1) Continued data reduction of IGV probe data gained during FY01 engine testing. This includes data gained from three probe designs: sharp trailing edge IGV probe, semi-bluff trailing edge IGV probe and bluff trailing edge IGV probe. 2) Write and present two meeting papers regarding the data collected on the sharp and bluff trailing edge IGV probes. 3) Determine acceptable design for using USAFA's Particle Image Velocimetry (PIV) system to acquire 2-Dimensional flow field measurements in the azimuthal plane downstream of the sharp and bluff trailing edge IGV probes. 4) Take preliminary 2-Dimensional velocity field measurements using PIV in the F109 inlet region just upstream of the fan.. Interested firms have FOUR (4) days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the FOUR (4) days or without the required information will be considered non-responsive to the synopsis and will not be considered. Based upon responses to this notice, a determination by the Government not to compete this proposed effort on a full and open competitive basis, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency. An Ombudsman has been appointed.
