- Description
- This is an unrestricted acquisition open to both large and small business concerns. Large business concerns must submit a subcontracting plan with their proposal in accordance with Sections L and M of the solicitation. The subcontracting plan should be broken down in the following categories Small Business, Women Owned Business, Small Disadvantaged Business, HUBZone Business, and Service Connected Disabled Veteran Owned Business. Work includes but is not limited to: the remodel of 14 two bedroom units, and 12 three bedroom units, to Air Force standards. The 3 bedroom units are converted to 2 bedrooms. Repair work includes demolition, and replacement with new of wood framing and gypsum wallboard, various other interior surfaces, electrical/lighting systems, plumbing systems, fixtures & mechanical systems. Kitchens and bedrooms are enlarged, and the utility rooms are being enclosed. Work may also include optional bid items for installation of patios, asphalt shingle roofing, staining and painting of siding, a second bathroom, garden windows, and window blinds. The solicitation will be issued on or about 28 December 2001. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Electronic Posting System (EPS) website at http://www.eps.gov. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. The construction magnitude is between $1,000,000 and $5,000,000. The (NAICS) code is 233210 and size standard is $27.5 million. This acquisition will be processed through competitive negotiation procedures utilizing best value in terms of price versus past performance trade-off procedures. The project is full and open competition and a preference will be shown to Hubzone firms in accordance with FAR 19.1307. To be eligible for contract award, a firm MUST be registered in the DoD Central Contractor Registration (CCR). Register via the CCR Internet Site at http://ccr.edi.disa.mil or by contacting the DoD Electronic Commerce Information Center at 1-800-334-3414. Offerors will be required to submit their proposals via paper copy. Electronic proposals via fax or E-mail will not be considered. Funds are not presently available for this project. No award will be made under this solicitation until funds are made available. The Government reserves the right to cancel this solicitation either before or after the closing date.
